The Balearic Islands, a renowned destination for party-goers and sun-seekers, have implemented stringent new alcohol regulations aimed at curbing excessive and disruptive behaviour. Scope of the New Regulations

The updated regulations, which strengthen laws initially introduced in 2020, cover the bustling tourist areas of Llucmajor, Palma, and Calvia (Magaluf) in Majorca, and San Antonio in Ibiza. Here’s a breakdown of the key points:
 
  1. Public Drinking Ban: Drinking alcohol on public roads is now strictly prohibited. This means you can no longer walk down the street with an open container of alcohol. Drinking is only allowed in designated areas such as the terraces of bars and restaurants.
  2. Restricted Alcohol Sales: Shops are forbidden from selling alcohol between 9:30 PM and 8:00 AM. This rule aims to reduce late-night drinking and its associated problems.
  3. Party Boat Restrictions: Party boats are not allowed within one nautical mile (approximately 1.85 kilometres) of the coast in the affected areas. Additionally, these boats cannot pick up or drop off passengers within these zones.

Enforcement and Penalties

The local government has allocated €16 million to enforce these rules through increased security and inspections. Tourists caught violating these regulations can face hefty fines:
 
  • Minor Offences: Fines range from €750 to €1,500 (£645 to £1,290) for public drinking that disrupts coexistence or creates disturbances.
  • Serious Offences: Fines can escalate up to €3,000 (£2,580) for severe violations, and offenders may be reported to their respective embassies.

Impact on Tourists

Despite the stricter controls, tourists can still enjoy alcoholic beverages, but within the confines of the new regulations. The main objective of these measures is to promote responsible tourism and improve the quality of life for both residents and visitors.
 

Duration of the Ban

These regulations came into force on May 11, 2024, and will remain effective until December 31, 2027. The government hopes that by then, these laws will have instilled a sense of responsible behaviour among tourists, making further extensions unnecessary.
 

Differences from Previous Regulations

The new decree builds on the 2020 laws by extending the ban on public drinking and maintaining the restrictions on late-night alcohol sales and party boat operations. The initial laws also included bans on happy hours, pub crawls, and two-for-one drink offers. The current regulations extend these measures and are designed to create a safer and more respectful environment for everyone.
